CSO Advanced Facilities Plan and Program Support Services

Wade Trim led a team of consultants that worked in collaboration with the Northeast Ohio Regional Sewer District in the development of Combined Sewer Overflow (CSO) Advanced Facilities Plans (AFPs) for five storage tunnel systems in three sewer districts: Easterly, Westerly and Southerly. The project optimized proposed flow consolidation piping and tunnel routing, and provided 20% preliminary design engineering documents for 19 miles of rock and soft ground tunnels to control CSOs for 42 square miles of combined sewer service area. The primary goal was to optimize the proposed system improvements to both confirm Consent Decree compliance and desired system hydraulic performance, and to reduce project and lifecycle costs, community disruption and risk.

Tasks included data compilation and management; alternatives development and analysis; updating the recommended long term CSO control plan (LTCP or AFP); developing preliminary design Basis of Design Reports and Drawings for the respective tunnel systems; and developing Class 3 cost estimates. Hydraulic surge and Computational Fluid Dynamics (CFD) modeling were used to confirm acceptable hydraulic performance for preliminary designs. Program support was also provided to update and maintain the District’s InfoWorks ICM sewer system models, and review and support other ongoing related gray and green infrastructure projects.
