The Huron Regional Water Authority (HRWA) Water System Improvements project received an Honorable Mention from the American Society of Civil Engineers Michigan Section for their Quality of Life Award. HRWA, formed by the City of Bad Axe and Village of Port Austin, constructed a new 1.90 MGD water treatment plant, transmission main and booster stations to serve the area’s 4,000 full-time and seasonal residents. Cooperation and coordination were critical to forming the authority, selecting the plant site and completing the $13.4 million project.

The treatment process features microfiltration technology that ensures compliance with the Enhanced Surface Water Treatment Rule. The 15,600-square-foot facility includes infrastructure for raw water supply, pumping, disinfection, storage, laboratory and administrative facilities. The plant is expandable to 3.80 MGD to meet future needs.

Raw water is collected from a buried intake located approximately 2,500 feet out into Lake Huron where it is pumped from a wet well into the treatment facility. The flow travels through mechanical strainers to the microfiltration unit where it is converted to permeate water. The microfiltration units are backwashed twice an hour to remove debris from the filters. A clean-in-place (CIP) process is also completed on the filters once a month where chemical additives are used to clean the filters. Permeate water from the microfiltration units is then chlorinated and stored on site in a 566,000-gallon ground storage tank.

Treated water is pumped to the Port Austin and Bad Axe distribution systems via a new 20-inch diameter transmission main that was constructed south of the plant through Village streets and along M-53 to Bad Axe. Three booster stations were located along M-53 to increase pressure as the water is pumped to Bad Axe, overcoming nearly 140 feet of ground elevation difference. Control valve and metering structures are near the plant to connect the transmission main to the existing distribution system. Integrated SCADA and security systems connect all of the booster stations and elevated storage tanks to remote terminals in Port Austin and Bad Axe via radio telemetry.
