Two Wade Trim staff members participated in a session entitled, "Effectively
Managing Scope Creep in Development Projects," at the Land Development West Conference
in Las Vegas, Nevada, November 2-3, 2006. Bob Maxman, PE, Deputy COO in our Tampa
office, moderated a panel discussion. Craig Wells, PE, our Private Development Practice
Lead, participated on the panel along with a developer and a regulator.
The scope of services required for planning, design, and permitting of major development
projects can vary greatly and is dramatically affected by permitting and development regulations.
These factors add to the more usual scope creep that normally happens on planning and
design projects. A major factor in development cost is the time and effort required to
meet these requirements. Although an effective "due diligence" can greatly reduce the
unknowns, due diligence cannot identify all the details of the project scope at its
inception. Panelist described how a team approach with open communication and effective
planning minimizes the damage.
