Wade Trim Expands Land Development Services to North Carolina

Cedarwood Development, Inc. selected Wade Trim to provide planning, site design and permitting assistance for Waynesville Commons, a 40-acre retail development in Waynesville, North Carolina. The shopping center includes a Wal-Mart Supercenter, The Home Depot, retail shops, and three outparcels.

Redeveloping the site for the shopping center posed many design challenges. The project was located on a former industrial site with abandoned buildings and contaminated soils and groundwater. To address these environmental concerns, the site improvements were designed to avoid areas of contamination. Where contaminated areas could not be avoided, structural controls were designed as appropriate. It was also critical that the site earthwork was balanced to avoid costly landfill disposal for excess contaminated material. As part of value engineering efforts, the entire site was re-surveyed and finish grades were recalculated after abandoned buildings were demolished to ensure design accuracy and eliminate costs to remove soils or bring in clean fill.

In addition to the Brownfield challenges, the site is bounded on two sides by Richland Creek and Allen’s Creek, which are both trout habitat as classified by the North Carolina Department of Environment and Natural Resources. To protect the natural habitat, storm water runoff from paved surfaces and building roofs was cooled before release into the adjacent streams. The cooling was accomplished by sustainable design elements such as white-roofed buildings, landscaping using unique tree diamonds to provide over 200 cooling shade trees within the parking lot, and Best Management Practices.

The storm water management system consists of 48 sub-catchment areas and five separate treatment systems including storm water wetlands, bio-retention basins, underground sand filters, and wet detention basins that reduce the water temperature and improve the quality of storm water runoff. Pollutant loadings on the nearby trout waters (consisting of total suspended solids, total nitrogen, and total phosphorus) will be reduced from an estimated 8,600 pounds per year to 3,800 pounds per year.

Other design challenges included access to the site. The site is bounded on the east by the Norfolk and Southern Railroad (N&S). A new, fully signalized/gated grade crossing was constructed as a secondary access to the development. The new grade crossing was approved by N&S only after the Town closed three other existing grade crossings within its jurisdiction. Offsite improvements consisted of upgrading Hyatt Creek Road from a two-lane road to a five-lane road, and adding turn lanes on Main Street. The North Carolina Department of Transportation participated in the development by constructing a single lane roundabout at the south bound off ramp on the adjacent US 23/74.

Redeveloping the site required extensive coordination with 35 stakeholders including the owners, tenants, consultants, architects, and various permitting agencies to streamline permitting requirements and meet the aggressive project schedule.
