Five-Year Consolidated Plans help communities identify improvement goals and strategies and are required to receive federal funding in the form of Community Development Block Grants (CDBG) and other Department of Housing and Urban Development (HUD) community programs. The planning process yields strategies for providing fair and affordable housing, improving neighborhoods, preventing homelessness, and implementing other community improvements. The Plans serve as blueprints to guide community policies and resources.
Wade Trim has provided consolidated planning services to communities in six states with populations from 15,000 to 1.7 million. We have completed over 60 Five-Year Consolidated Plans and more than 100 Annual Action Plans, in compliance with HUD rules and regulations. Citizen Participation Plans and the complex, web-based application process for funding through HUD’s Integrated Disbursement Information System (IDIS) have also been supported. With experts in grant funding and compliance, Wade Trim stays current with regulations, helps resolve compliance issues, facilitates public outreach, and guides plan submittal to HUD. Consolidated Plan goals are coordinated with ongoing community infrastructure needs and resources to maximize the impact of funding.

Planned activities and programs typically focus on senior and youth services, job planning, blight demolition, and housing. Wade Trim has assisted Redford Township with Consolidated Plans, Annual Action Plans, Comprehensive Master Plans, and related Environment Review Records for the past 13 years. Successful projects include a “Dial-A-Ride” program that provides transportation services to the elderly and those with disabilities, Redford Senior Center improvements and senior services, and ADA compliance projects throughout the community. The Township’s recent Analysis of Impediments to Fair Housing Choice provides strategies to improve access to housing, particularly for those with special needs.
Another longtime client, Manatee County, FL, is an advocate of citizen participation. Wade Trim has helped the County engage citizens during their consolidated planning process through public outreach, meetings, and focus groups. Residents of the historic Washington Park neighborhood helped influence sidewalk improvements for ADA compliance and phased completion of the 88-acre Washington Park. Resulting projects have also benefitted the urban Samoset neighborhood.
Since 2009, Wade Trim has helped the City of Clearwater, FL, identify priorities for the City’s three Neighborhood Revitalization Strategy Areas, analyze their overall housing market, and improve departmental procedures for HUD-funded projects and programs. The City recently established a Community Redevelopment Agency (CRA) for the North Greenwood Neighborhood and programmed CDBG funding for targeted projects. Resulting community improvements include renovations to the HEP Family Transition Program Apartments and Kitchen/Dining Hall, community resource navigation for the Metropolitan Ministries NeighborHOPE North Greenwood Program, and ADA compliance assistance and improvements to the Willa Carson Health and Wellness Center Clinic.
