Consent Order and Agreement Improvement Projects

Consent Order and Agreement Improvement Projects

Wade Trim assisted the Western Westmoreland Municipal Authority (WWMA) in meeting the requirements of their Consent Order and Agreement with the Pennsylvania Department of Environmental Protection for illegal discharges of wastewater into Brush Creek during wet weather events for more than 10 years. This work included a permanent flow monitoring program, SWMM hydraulic model development, and future flow projections. We developed an SSO elimination plan for the WWTP and collection system, designed the proposed improvements, and provided construction management services.

The preferred alternative replaced 7 miles of interceptor and constructed a 7-MG equalization basin near the WWTP. A 45-MGD multi-purpose pump station was also required to serve as a new 15-MGD influent pump station for the plant and to pump up to 30 MGD to the equalization basin after WWTP capacity was maximized. Mechanical fine screens were placed upstream of the new pump station to prevent ragging issues and damage to equipment. The existing WWTP influent pump station was converted to an internal recycle pump station.

The 7 miles of 8- to 33-inch-diameter interceptor was replaced with 12- to 48-inch pipe. Constructability was a major concern addressed since the interceptor runs along Brush Creek and Bushy Run with major sections in the toe of the stream bank or in the stream itself.
