Systems that convey water, wastewater, and stormwater are valuable assets that operate using networks of pipes, pumps, and control mechanisms. As Conveyance Practice Lead, Freddy combines technical know-how with innovative, informed, and responsive service to conveyance projects of all scopes and sizes. These range from assessing and rehabilitating existing assets to building new assets to increase capacity.

An industry recognized pipeline designer, Freddy has 26 years of experience in water transmission and distribution and wastewater collection system projects in several states and other countries. Optimizing pipeline alignments, streamlining permitting processes, and minimizing construction impacts and surface restoration costs are integral to his project approach. He has extensive knowledge of trenchless technology including HDD, micro-tunneling, jack and bore, CIPP, pipe bursting, and other pipe rehabilitation techniques, as well as construction management.

Freddy is past Vice Chair of the Water Environment Federation (WEF) Envision Task Force and a member of Collection Systems Committees for WEF. He also served in the Florida Water Environment Association (FWEA) Central Chapter and the FWEA Collection Systems Committee. He holds an MS degree in Engineering from the University of New Orleans and a BSE degree in Civil Engineering from the Universidad Rafael Urdaneta in Venezuela.
